As the battle over budget cuts that could lead to layoffs for hundreds of police officers in Los Angeles heats up, LAPD's union is planning to raise $10 million to target political candidates and legislation it opposes.

And according to Francisco Sanchez and Kelly McKinney, the time is now to move past our current "home rule" based emergency management strategy. "This system – emergency managers describe it as 'federally supported, state-managed and locally executed' – works extremely well," they write, "except when it doesn't. Few will disagree that it isn't working well now."
